Both the P&G and Camera Hospital are very reputable. Don't think they will chop carrot.
I am not a photographer, just someone who happened to have a couple of cameras.
    My lousy shots

Can ask them see and check first ah? Then see the problem can be rectified a not? Then discuss the quotes?

I don think you can "discuss the quotes" like bargaining. But you can ask for a non-obligatory assessment on what's wrong and how much to fix. For Steven at Camera Hospital, he will honestly tell me
If it's not worth the price to fix if it's cheaper to buy another. So yea. Bring it down and let them check it out then at least you know what's the issue and how to proceed.

Yup but they are not very far apart. Hopefully it's not anything serious or too expensive to fix

Hope you can rectify the problem you are facing, and at a reasonable cost.
18-70 is a good lens. Quite versatile for your D70. If you notice, the mount of the lens is made of metal, whereas most kit lenses (eg. 18-55, 18-105, 18-135, 55-200, etc) use plastic.
    Exploring! :)

Remember to bring your entire camera and not just the lens. It might not be the lens, it might be the camera body or maybe both camera and lens also have problems.

For Camera Hospital, go about 1pm onwards... P&G I've no prior experience so I am unsure.
