    VAT rate is 17.5% but I'm not sure if this applies on ebay

    If you are a seller, it doesn't apply to you, other than perhaps making a note in the listing that all custom duties and VAT is NOT included in the price.

    The VAT is basically the UK version of the GST. For people resident in the UK, HM Customs would levy the VAT on all goods over a certain fix value (think its 24.99 pds, but I'm not to sure about this). So Customs would basically bill the buyer when the good is sent to the delivery address.
