Hi Bro, is this done with natural lighting? It sure looks good.
Your pictures speaks for you, not your camera.

Anyway, from the "before" file that you see , you first need to conceptualize which part should be darker and which part brighter, so as to create the drama and lock the viewer's eyes on the couple.
From that point on, it's all about selective editing on each individual section of the image, either by masking/selections, or burning/dodging. If I did not remember wrongly, the car was dodged and burned to create the shiny effect.

I am trying to emulate an old b/w film look.

    - Did a S curve in Canon DPP software, export as jpg
    - Load in lightroom and applied a Ilford film preset, apply slight sharpening, apply light noise

Bro, if you look at the shadow on the bottom left, you will know for sure it is strobed.

The image was strobbed with 2 580exMk2 and PocketWizards.
It all starts with a concept when capturing the shot. I bring the file into photoshop and do the necessary cleaning up of noise and correct any distortion found. Subsequently, it's all selective dodging and burning (actually i use more selective leveling that actually burning/dodging) in photoshop. After acquiring the right amount of shadow/mid-tone/highlight details in the shot, I simply toned the image slightly with a bronzy tint, to create the warmness you see.

I'm still not satisfied entirely with it also. Had I more time I would try to make it more illusionary

As it is the assignment had a deadline and required me to combine multiple images in post processing.

Thanks for the comments guys. Will strive to improve.

For me the masters to look at are Christophe Gilbert and Dave Hill. You should check out their works! That was what inspired me!
