Default Is my ilfosol developer Dead ?

hello,

if i take out a sheet of unexposed B&W film and turn on the lights(exposing it)
and put it into a tray of 200ml ilfosol 1:9 20deg with the lights on,that sheet of film will turn black after developing,am i right ?
the problem is that sheet of film just turn dull purple after 30mins soaked in it 1st 10mins with agitation.
Does that mean my bottle of ilfosol is dead ?
film used is Tmax400.

regards
