    I think it is not because of the gif file. look carefully at one of the object. then it will not move. but when you pay attention to the other object, the object that you are looking at previously starts to move. I think it is a very special illusion. amazing.

    the gif file has only one frame. ie the apparent movement is not due to it being a gif file, but is due to the inherent pattern that causes the optical illusion.
