differences between Macro Filter and a TeleConverter?

Was wandering what is the main differences of a Macro Filter and a Teleconverter?

Besides the fact that Macro Filter is too add magnification factor to the subject while, the Teleconverter is too add tele range, the end result both resulted in a more Magnified subject, or a closer subject.

are these two interchangable? I've read articles that couple these two together (eg, a 500D Filter and a 2x EF Teleconverter ), is this set up replacable with two Teleconverter instead, vice versa?
