#1, any lenses can use in indoor, or outdoor, as long there is adequate light at the scene, aperture is not a factor.

#2, the Tamron SP AF 17-35mm F2.8-4 is a old lens, and it is variable aperture zoom lens.

#3, fast is relative speaking, when there is no light or inadequate light to give a decent exposure, doesn't really matter how fast is the lens.

If you compare it to the 17-50, the 17-50 will be faster because its aperture is constant at 2.8 at all focal lengths while the lens you said has F4 at the long end (35mm). Therefore at 17mm side, the two lens have the same smallest F number but at 35mm, the 17-35 will be at F4 while the 17-50 remains at F2.8.
