    Exposure blending is when you take two or more pictures and you layer them on top of each other, and use layer mask to expose/hide certain portions of the layers so that you can use the darker and brighter portions of the pictures as you require.

    It is basically one of the methods to get higher dynamic range from a single scene. The term HDR is normally more associated with a specific technique using software such as Photomatix or Photoshop HDR function, to combine multiple photos and then tone-map them to reduce overall contrast so that these HDR pictures can be displayed on our monitor with less dynamic ranges.
