Is this the monitor lizard, commonly found in Singapore?

Yes, it is. It's a beauty. You can find them in macritchie reservoir sungei buloh commonly.

Pulau Ubin also have.
they're quite big.
more than 1m long.

When they are in the water, they can inflate their built in float and swim using their tail - as shown below. Taken in P.Ubin recently.

Good shot, capturing it at the eye level, makes it looks great.
