How did you come up with the decision of 20 seconds? Did you check the exposure indicator at any time?

What are your settings? What mode are you in?

This is a "no head no tail" post. First, the title is non-descriptive. "Help with long exposure" would be better. You need to give us more info to help you.

    TS,

Did u check ur light meter (in cam)? Its a gd indicator of whether ur shot will go over or under exposed..

if you can provide us with the pic/exif, we can aid u further.

if overexpose too much, then that might mean it's too bright for that long exposure? maybe you only need 5secs? 10secs? but not 20sec? ND8 is only 3 stops slower...

If it's over-expose, you can do one of the followings:

    1. increase shutter speed

    2. use a smaller aperture

    3. reduce ISO

Or a combination of any of those points.

whatever you do, you need to get correct exposure first, take a metering of the scene, if the correct exposure without ND8 is 1sec, the ND8 will reduce the exposure by 3 stops, so after attach the ND8 you will get 8sec.
if you want to get 20 sec, you need to lower your ISO, or close down the aperture, or wait for the light to fall, or add another ND filter.
