    Anyone has any idea how to get the sunray so bright and blurry?

    It seems that the red colour curve was dragged up while the greens and blues are dragged down.
    A blank white layer with its opacity lowered seems to be present as well, along with a layer with texture..

    Not entirely sure though, you might wanna try those adjustments yourself to see if its really the case. Sorry, feeling a little tired to start up PS right now, but HTH.

    Most likely some kind of PS actions like http://enlighten.jeshderox.com/ plus texture overlays. The photo itself is most likely taken during sunset. That's why you can get the flare in the middle.

    looks kinda Holga? Anyway you could achieve this in Lightroom. If you ain't sure, there are some Holga presets which are available to be downloaded, just google it up

    In photoshop : Filter tab > Render > Lens Flare
    Nikon D7000 : Tamron 17-50VC f2.8, SB-900

    The flare created by PS doesn't really look real and imho looks corny. Seriously, just shooting into the sun creates the flare. Try it and you will know.

    I think the photo was first blended with a texture layer and then, finally a gradient map layer which gives it a color cast and washed out effect.
