    I know the Portraiture plug-in allows you to tweak contrast/brightness of skin tone colours, but it doesn't allow tweaking of other ranges of colours (e.g. a range of sky colours that are mostly blue).

    is there any plug-in that will allow you to do this?

    Here's a pic of portraiture plug-in that allows u to tweak brightness/contrast of skin tones but not other colours.
    Notice that it isolates skin tone colours in the box on the right side of the picture:

    photoshop > Select > Color Range

    You don't need a plug-in. To brighten a blue sky, for instance, you can use a curves adjustment
    layer (blue channel) and, on top of that, a selective color adjustment layer (in the blues, decrease black levels).





    You need to be careful, because this will affect blues in other parts of the image. Notice the meadow here
    was changed because it has some blue in it. So you need to use layer masks to restrict the change to
    the areas where you want it.
