Reasonable ISO setting of 400. 800 is much worst.
I saw some review pictures of LX3 .. (as I dont own 1 myself) it seems that LX3 has lesser Color noise (Luminance noise are more noticable though on LX3.. but then again .. that is most probaby due to lesser NR to preserve details)

This is discussed before in CNet Asia.

Do you have any samples to show us? Actually since EX1 has F1.8 lens, it's not necessary venture into ISO400 and above to take night shoots. Also unless you enlarge the ISO400 photo on your large computer/tv screen or print at 8R size, you probably won't spot the difference. Normally the max ISO I use is 200 only unless the environment is really dark then I will go for ISO400 and use a tripod or auto-timing instead of hand-held to get the best night shoots.

    Samples from DPreview:

Actually depends on what you are shooting and how u shoot it... I was taking some night photo yesterday.. i venture into the 400 - 800 region at F1.8 easily (handheld of cse with tripod i of cse dont need iso 400).

In anycase that is not my main concern...
Since this meant to be a review.. I am just quoting an observation..
As i said i haven been using a compact for a long time.. so when i see the high amount of color noise yesterday ... i did a comparison with LX3 photo avaialble on the net.

    Hi Sol81,

The samples from Dpreview don't show high amount of noise at ISO400. Maybe this is not acceptable level for you? I tried ISO400 before too, the noise amount is acceptable for me.
Hence, I hope you can share some photos here with the EXIF data so that we can verify together.

Samsung has partnered with leading aerial photographer Jason Hawkes to capture the artistic brilliance of London and its famous landmarks from above after dark, using EX1.
Hawkes, an award-winning photographer who has explored the world taking aerial shots from a helicopter, has shot a number of dramatic city night scenes over the last twenty years and partnered with Samsung to test the EX1(TL500)’s performance in these extreme conditions. The project, called ‘Samsung Nightscapes’, sees images of familiar, well-loved locations around the British capital, taken from a helicopter, being brought to life.

The photos here are enlarged compared to those in the URL. However, these photos were taken from a moving helicopter in a low light situation. Not bad already. The sharpness can be adjusted in advanced or post-processing.

I took a detour on my way home and took these pictures...

While doing editing ..... I still feel that the color noise is really on the high side even at iso 200. (Cant stand it .. so the color noise is removed in post editing)
Maybe I am just too used to SLR.

    Just casual snap shots.

wow .... are these 100% crops ? the noise looks BAD compared to the night images I had posted a couple of days back

However, skies and other wide swathes of single colors displayed in jpg normally come out all jagged with stripes on most cameras once displayed beyond 600-800 pixels on the long side (personal observation)
