Sanyo Charger timer based?

Hi, can anyone confirm with me if the Sanyo quick charger NC-MQR01 (can be found at AP) is timer based or voltage based?

i also want to know...i just got it yesterday....the RED LED suppose to stop blinking and stay lit up when charging finish rite??

first time using the battery need to over charge it or not??

cos i charged 8 hours and it still blinking...it suppose to finish charging in less than 2 hours

i charging 4 x 1700mAh Sanyo AA batteries now
