For a noob, the answer is a resounding YES. You can also try cokin, which I heard is better for almost same price. Once you like the effects of filters on your photos, you may consider upgrade to better ones like Lee. I'm looking at this now

I used before and still using. I remember that there was a thread on Tianya and other filters. All I can say is that it is worth the money and it is not bad to me

Well of cos Lee is better few hundred bucks vs 11SGD.
It all depends on what you want

For me, Cokin or Tianya is good enough for me. I do not need to have something like lee or others.

Some ND/GND filters will add a bluish or yellowish tint to the resultant photo but high range filter are truly neutral. Some good readings here

i just bought tianya filters and used them on a recent taiwan trip. It is true for the color cast but i think you can simply correct them in white balance.

I use them. They're pretty good, for the price!

I did that once, stacked ND2, 4 and 8 but the colour turned out yucky. Deleted it on the spot and didn't get the chance to try correction in Photoshop

These filters are worth getting because of the relative low price. However if there might be chances of incorrect/stained colours in such. Do at least shoot in RAW
