Default Twin Raptors

Was in the process of archiving my old digital negatives when I discovered an unprocessed gem from one of my 2003 trip up North with my fellow nature photogs. I think I missed this one during my last wave of archiving, and that of two raptors of different species flying side by side.

The raptor in the upper portion of the photo seems to be a juvenile white-bellied Fish Eagle but the one in the bottom eludes me. Can anyone here ID it?

For your comments and critiques

To chngpe01,skfoo,Harlequin: The one is from our PJ trip last year, above the field with the army truck, I remember it was PE who first spotted the concentration of raptors above us. Anyone of you got identical shots too?

s_wrx, thanks for the ID. Yikes, guess I made a mistake on the black kite too. I went to do some research myself, seems like you are right on the money on the black kite. As for the bottom one, I reckon it could be a buzzard but the edge of the wing structure seems a little bit different from what I am seeing in my reference.

Nice shot! I second Mich's assessment, top=Black Kite, bottom=Changeable Hawk Eagle (Juv).
