Default Anyone know how to make tilt shift effect using PICASA.

Hey guys! I'm kind of new to picasa and i'm wondering any of you know how to make tilt shift effects using it to make some kind of "miniature" effect. The only software that i know is possible of doing so is photoshop but as many of us know, it is WAAAAY to expensive. So if any of you know please tell all of us and i'm sure it will be a great help.
