    Many ways.

    Easy way is to take the picture, then use motion blur in PP and mask out what you want to stay sharp.

    Photoshop will do. not sure about others. its under filters, blur, radial blur.
    then u play with layers.

    It is called motion blur, under blur filter.

    You can get this shot without photoshop as well. Just takes a ladder and a lot of practice and patience.

    By the way, you really should link back ot the actual photographer's site to give them credit for the pic instead of just linking the pic here.

    HMm... Radial blur how to do it on camera? I only know the zooming one. But radial?

    u spin the camera without moving the zoom.

    the subject must spin at the same rate of the camera or vice versa...

    means from the camera / subject's point of view, both are moving together, thus no relative movement to each other.

    mmmmm is there any external light ? the camera may have been showing the motion below and the external lightsource has freezed the head because of it's faster shutter speed.

    or photoshop.

    I reckon many will know this method.

    But as for the qn by TS, can anyone enlighten how do you spin around from that perspective?!
    Assuming if PG on a ladder, how u spin?
    That is the qn.

    Its almost as if the cam is tied to a string, rotated then let go, while subject spin as according to the camera...?

    It's a PP shot. There are many signs of masking around the person.
