Default diffused light: an image problem

I was given a Nikon Coolpix 995. I kept getting diffusing effects like this: look at the metal handle of the bike, the light bleeds through, making it glowing. How should I solve this problem? Please help! Thanks.

Looks like something you get when the lens is coated with a layer of oil/grease or fogging due to condensation on the lens when the camera is first taken from a air-conditioned environment to the outside.

The glass looks clean to my eyes but I will try cleaning it. Thanks for your reply. Hope to get more thoughts
