The software that came on the CD with your camera can. Also Photoshop, Aperture, Lightroom, DXO, etc etc etc...

It would also help a lot if you would let us know what camera you're using.

    Then do this:
    1. Open a browser
    2. go to www.google.com
    3. type in: "<camera model> RAW software"

note: <camera model> should be your camera, like "Nikon D60" or something.

    - Aperture from Apple
    - Bibble from Bibble Labs
    - Rawtherapee from RAWtherapee
    - UFRAW frm UFRAW
    - Lightzone from Lightcraft
    - Silkypix from Ichikawa Soft Laboratory
    - DXO Optics from DXO Labs
    - RAW Developer from Iridient Digital

Reading in terms of viewing or editing? For editing see the long list and advices already given. For just viewing you can try Irfanview. Also Microsoft has an image viewer that allows viewing of RAW images.
Please note that viewing RAW files means viewing the embedded low resolution jpg file. Don't be surprised about small pictures you will see. Usually that's enough for a quick look. Everything else should be done in a proper image editor. More information and questions answered you can find on the section "Digital Darkroom" here.
