You will need to import your raw files from the memory card into lightroom. import to a designated folder and add image to catalog. process then use the export function. Choose the type of file, jpeg or tiff, etc into the chosen destination folder

You really should use the Help tab in Lightroom.

there are plenty of tutorials and using the Help tab would certainly help... or just pay attention when you export.... there is an option to resize the files right there.... otherwise buy one of the excellent LR books, there are so many

In Export Dialog, search for Image Sizing section.

That's a function that only exists on export. Unlike Aperture that let's you downsize while keeping the pics in the library.

Occasionally I 'roundtrip' through PS for downsizing, when I picture is slightly out of focus, but can be saved when downsizing. That's the only way with LR. As LR in its database retains the original files PLUS the changes as 'commands', it's all non-destructive. And a complete resize would be destructive; hence PS is your only option.

And of course export JPG. Via File > Export > Image sizing > Resize to fit.
Don't forget then to use Output sharpening as well
