Don't confuse LR and PS (either version).

LR is more for cataloguing your pics; and some simple edits like exposure, recovery, noise, - but nothing too special

PS is for real serious editing. Stuff like masking, etc.

IF I would start again - go for LR first. And you can always use GIMP (free) for some more serious editing. If you then really need it - you can decide. Either Elements or the full version (serious money)

    As for your specifics
    - landscape = LR is enough
    - watermarks = LR can do; though not great. But there are free programs out there
    - framing. What for? Nothing you need PS for, but LR won't help either. GIMP is enough. But seriously; think twice before you add some frames

    Hmm..my personal opinion.
    1. LR if you shoot RAW, and do bit of editing. Great for cataloging.
    2. PS Elements, more editing.
    3. PS, probably unneccesary for most hobby photographers.

So I'll go in that order.
However, if can find a student to get educational package then consider that.

do remember that the educational license does not cover usage by a non student
so you still do not have a licensed software

if in doubt, read the EULA and/or ask adobe/BSA

Ortega is correct. Using an educational version out of the terms of license is the same as going to JB and buying a friendly version.

I guess people still need to be educated on how intellectual property rights work. Many have the misconception that buying a boxed set is legit no matter how it is used.
