You may use a step-up or step-down ring to fit filters of thread sizes different from your lens. For example, if you want to fit a 55mm filter to your lens with 49mm thread size, you use a 49 -> 55 step-up ring.

Problem associating with step-down ring (fitting small filters to larger lenses) is rather obvious, so not recommended. As for using step-up ring to fit larger filters to lens, vignetting may appear due to the combined thickness of the filter and step-up ring, esp in wide angle lenses. So it's always advisable to try the combination with your lens before you buy. But I must say that I have no experience in using step-up ring, other problems may exist.
