Just be careful about the accusation. Your friend NEEDS to have irrefutable PROOF that the delay is deliberate and nothing beats documentation. Word of mouth won't cut it.

Once or IF that evidence is available, it's then a matter of writing to the PM's office directly. From there, it will be channelled to the relevant departments, and yes, things will definitely move faster. Do not threathen to bring the matter to the media, unless he wants to infuriate the relevant depts more, and such a move might force them to do whatever necessary to 'protect' themselves. This applies to many matters in life, and the media is usually the very last resort as it's a sure means of mass embarassement.

IF that evidence does not exist, then I would suggest exploring all external options available, including seeking urgent assistance from IMH directly on a weekend when he is booked out. Afterall, if your friend's brother is already on the verge of a massive break-down, there's nothing wrong with seeking help from IMH. Other avenues might take longer and be a bit more of a round-about. Afterthought - I wonder if seeking assistance from IMH should have actually been the first step, if the condition is genuine.

One thing though - I would strongly caution against saying anything in an accusatory tone or manner at least till he is physically out of camp and under the care of a different dept (IMH) and till there's solid evidence to prove his case.

That's the thing ... if it's not a medical disease like skitz or psychosis, which any future employer would find out about in any case, IMH records or not, IMH might have been a better first option.

Why do people still want to go the round-about way? Mental medical conditions are now known to be just that - medical conditions, and not some kind of evil voodoo heebie-jeebie.

    no point seeing MP...

MP can only write to Snr Minister of State for Defence...who will acknowledge that such a letter is received....and then send the letter back to his unit CO...

    What he should do is:

    (1) See unit IC/CO first

    (2) Call SAF Hotline to lodge a report...give as much details as possible. Ask where can he report sick at if camp officials are really blocking his access to the Camp MO.

    (3) Report Sick at recommended Medical Centre straight away....

    (4) Wait for review - as per suggested in the process given by one CSer on MMI procedures...

One thing tho....was in MTL before....majority of drivers...chao geng....only the chao ah kua type really kenna tekan one - tekan until become storeman or clerk....

the stigma of mental illness. people have always believe having a mental illness as being crazy and violent etc... thats the problem... but mental illness is still a medical illness. there is nothing wrong to me.

people should go and check early rather than late.. early intervention is always better like every other illness

Well, I knew a lot of people who were violent and crazy and they didn't even have a mental condition!

Too little public education and re-conditioning.

It's sad, the way society stigmatises people and sometimes the embarssment can be so humiliating, it prevents a person from seeking help that may actually allow them to lead normal or almost normal lives.

which officer is delaying the test dates? you have to go through the chain-of-command, or your friend will only get charged for breaking the COC.

PC-> OC -> S3 -> CO -> MINDEF hotline -> MP (only if no action is taken)

    call SAF counselling hotline: 1800 278 0022
they should be able to help and this is not breaking COC.

How can go MP? cannot lah, just go SAF hotline....take that as proof that you went correct channel first. cannot then think of ways to escalate. you all forget someone's son kana charge for escalating out of the official process ah....mai hai lang else confirm IMH

dont waste time going to an mp. still, this is military matter and has to be dealt in a military way.

the person in question who is suffering in this illness may find it hard to prove it was the result of mental torture. there is no scar, no evidence and no witness. In the worse case scenario, it is the words of a mentally disorder person words against a team leader. Yes, psychologist can be pulled in to prove, but, does this person have the money and capacity to fight?
Besides, it is a rank and file against strips. If really proven guilt, the media will creepe in and this would be the worst insult any camp comander.

i had once met a gentleman who tried to fight a case of death of an army boy. there was no reason. in the end, it was a close case matter as it was within the boundary of a military domain.

i was in a similar situation, except my case was a slip disc. i complained of pains and back aches for months. Saw the MO every other 2 days. Until i couldnt take it. Went to see a Doctor at the poly clinic. Got referred to NUH specialist clinic. I decided to speed things up by heading to the A&E that same night. ANd got a 2 weeks MC till my appointment.

1st letter from my specialist who is a Prof was put aside by an MO in my camp who is a major under medical scholorship. Extremely bad attitude one. Next bok out i check myself into A&E again. This time getting another week of MC till next appt. Saw the Prof, got a even stronger letter. Saw another MO on duty. Said to the MO "Sir, with all due respect, i am having problems with my daily routine now, and if something should happen to me, may i ask who would be responsible? Cos i really think that this letter is good proof that there is something wrong with me after numerous visits to the medical centre"

Next thing i knew, i had a MRI done within the week after being unable to walk one night.
found 1 prolasped disc and 1 slightly inflamed. for the next 2 months i was on MC on and off to a scheduled op to remove the disc.

Now, my suggestion to the TS's problem is. see a government doctor first to get a refferal. Then head to the A&E if the condition is bad. More oftenly a phycological ailment is harder to prove and detect by them. But if you "play it up a little" you can get alot done fast. Next get a refferal and an excuse letter from the A&E and specialist. Best is to get it done in such a way that you cant do much in camp. See the MO. If the MO dun do anything about it. check yourself into A&E again and repeat process till something gets done. If all else fails, SAF hotline wont do much. cos their protocol is to follow COC. So, you can either get your specialist to call direct or worst scenerio, see the MP. If everything is set out straight, he should be getting a review very soon followed by a downgrade. But this is just a possibility and not 100% workable.

Mind you , i got a downgrade from pes A to C9L9 for tensional migraines and not slip disc.

had a friend who is similar case 10 years back. He went to specialist psychiatrist , who wrote a letter, recommend he be transfer out and switch vocation + downgrade. In the end MO drag his feet , refuse to recognize the letter. So help him by pulling some 'string' (not a MP) and he was transfer immediately within the 10 mins of call to the person.

So story is - none of the methods guarantee work 100%. SAF MO will scrutinize carefully, whether through saf helpline or doctors or MP. But it is important to see the doctor first to ascertain the condition. That is the first step before the rest.

And finally - it is not worth to be discharged due to mental condition. There will be alot of potential issues down the road when he is working. The records may haunt you in later years.

    Updates:

    1. The brother has called the Hotline.

    2. Correction : The brother actually saw an SAF MO (not outside one) although it is not within his own camp. So still needs his own camp MO for tests, which is not happening as yet.

We shall see how it develops, thank you all.
