It is off because you set it off......
    just turn it on

No,I set it ON already,I never touch that setting unnecessarily.Cos leaving it on doesn't harm my pic.
The thing is it somehow like auto off it.

Neat image is very good. But like all noise reduction programs/algos, it tends to reduce details. The result is a noiseless, yet strangely smooth picture that can look a little unnatural.

The best solution is to avoid noise in the first place. Shoot at low ISOs, and use a tripod if you have to.

Or get a DSLR, most of which have low noise even at higher ISOs.

i might be on at high iso where nr(noise reduction) is important and off at low iso where nr is not so critical...

Sure the manual says noise reduction off is no noise? Or it really means noise reduction mode is OFF.

I use Olympus DC b4 , if you never custom set to save default settings , you will get default setting like no NR every time start up .. so beware

Oops,I think I made a typo error guys.Sorry about it.
My first msg should be I set the noise reduction setting ON,but came home my pic still got noise.
I'm refering to evening, low lightings kind of pics where noise appear.(Cos I'm shooting sunset.)
    ISO is 50.

At night time,I increase the ISO,the noise reduction came on,not that bad.

Digital SLR?hehe, out of my budget. Not now.

it means you will see colorful pixels or dots scattered around the shot.

noise reduction will reduce the noise, it does not eliminate them. so expect to see some noise even when it's on.
