Question How do I make a wallpaper consisting of scattered photos?

Hi fellows. I wish to make a wallpaper which consist of a few photos scattered randomly (angles, overlapping, etc) across the centre. Preferably the software or website or technique should allow me to add a frame/border for each photo. I'm unsure if the term is collage or montage, but I searched for either terms using the "search" function and no "usable" results show up.

Hopefully can get some guidance here. Thanx.

your best bet is to use Layers and Transform tool which give you maximum flexibility. It is not that difficult, you certainly do not need software. Just save it as a template for future use.
