Default Hoya & Tokina? Sama sama?

Is Hoya and tokina same or different brands?

How come my hoya polarizer casing behind printed in small ink says "Made by Tokina Co., Ltd."?

I think Hoya is just a brand name for the filters made by Tokina. I have a couple of this filters too. It doesn't matter so long it serves as a protection to your precious lens.

Hoya is the largest manufacturer of optical glass in the world.

Most Tokina lens/filter products as well as some of Sigma/Tamron are using Hoya material in their lenses.

I believe Kenko is also related to them, as is teleplus.
