The darker the skin the bigger they appear, it has to do with light and the appearance of shadows that help give an illusion of definition and the appearance of size. Especially under the fluorescent lights often found lighting stages.

maybe they use more tanning spray or lotion to have emphasis on the curves,forms and details of every muscles

actually u are only right about the definition part. When u are fair, any definition or striations of the muscle will be "washed out" by the light if your skin reflects too much of the light, just like "overexposed" image. When u are darker, your skin will not reflect that much light and therefore will not allow the definition of the muscle to be "lost", optically speaking. But being darker does not make one bigger, in fact it actually makes one smaller. But bodybuilding competition is not just about size, it also about symmetry, proportion, muscle separation and definition. Thus the darker tan will improve the chances of being more "defined".
