    Actually Nikon View NX is free and does the job of resizing JPGs and of course NEF files.

    For freeware in resizing I would recommend InfranView...

    Is View NX better than the supplied PictureProject? I also do batch resizing now and then for posting online. GIMP is a bit slow for that, unless there is a plug-in for GIMP that i'm unaware of...!

    If you are using Windows XP, you can install the free power toy call Image Resizer

    It adds the resize image option to your right click menu. Simple and not many options but really fast. You can use it on multiple files just like any other Windows explorer command.
