Default Duplication photoshop element's fill flash in PS

any1 knows of a manual way of creating photoshop element's fill flash effect in photoshop?

fill flash to illuminate the forground subect sufficeintly...without burning out the rest of the picture.
ok here goes

1. increase the overall brightness of the picture such that the foreground is bright enough for you liking.
2. you will see that the rest of the picture will be too bright.
3. go back to the original image using the history dialog box
4. use the history brush tool to paint the newly brightnened foreground onto the original picture. (of course, select the correct history action to paint befor painting)

thanks.. i'm doin roughly the same thing now...setting the forground to my liking then using masks. quite tedious though for the painting.
