there is not really a need for the aperture to be so small..

try f/11 at 15 seconds, ISO 100. comes out pretty good everytime for me.

also, the "noise" might be compression artifacts. you set your picture quality on raw or fine or normal?

    No grain... check your eyes

It's not grainy, but at f/22 you're encountering diffraction on your lens already, thus the reduced sharpness.

I don't see any grains/noise too. Probably as what bro Rashkae mentioned, it's the deffraction.

The photo too small to notice noise. Also JPEG artifacts and diffraction problems are mentioned by others.

If have noise, it may be contributed by Active D-lighting if it's on.

f22 is a no-no in night photography, but is more useful in daylight landscape...
in your case, it basically dims out almost most of the lights...
use the lowest iso for night photography.

if you mean noise...then i give u my half-past six knowledge on noise:
    1) try to avoid using such a long exposure time. this is due to sensor heat up. not sure how well d90 handles this.
    2) noise often happen in shadow details. read up on SNR (signal-noise-ratio).
    3) noise occur on large areas with similar tones, such as the sky for this one...

    btw.. where is the noise?
