I don't think you can expect a good answer. You set a rough budget, but it is not clear what you would need to get for that. "Repaired/cleaned" is a very broad requirement that could range from simple cleaning to elaborate dis-/re-assembly and sourcing of hard to find spare parts.

if you very sure the camera is functioning well, it may worth to clear it, cost is subjective, as repair shops usually don't commit any quote without seeing the actual camera, reason: what if the condition is very bad, and won't be totally clear?

bear in mind that some of the camera parts may no longer available, unless the repair shop has few scrap X700 bodies for salvaging parts.

my suggestion is keep the camera for sentimental reason, you can get a used good condition Nikon or Canon auto focus film cameras for around $200~300.

If it means that much to you, then $250 is about what you should be prepared to spend, especially to revive AND clean the camera. For such out-of-production cameras parts may be harder to come by (although should not be that bad for the X700, since it was discontinued quite recently in 1999)

I've got two X700s myself. One of them wasn't working (film advance mechanism jammed), spent maybe a hundred-odd bucks on it. The rest of the system was working fine and in extremely clean condition.
