anyone know where to get underlighting light panel for like jewelery photography? and roughly how much?

If not too big an item, you can always use a lightbox ... Should be quite cheap nowadays with less people shooting slides.

yeah, i was thinking, lightbox for drawing. can get from art friend from about 40 if i rem correctly?

You can get a light table from tago tech. As all photography, get the largest size so that you can manuvere and have additional space to frame and position. Of course, for storage, you probably need a larger space as well.
