stuck aperture blades?

The aperture blades of my lens seem to be stuck in a semi closed position. So now I cant even use the lens. I've tried setting the aperture to the smallest and using the DOF preview to close it, but upon releasing the button, the blades do not open up fully. The extent to which they open up also varies... sometimes open up more, sometimes less.

Anyone encountered such problems before? anyway to remedy it?
Also any estimation on how much it would cost to repair it if I have to?

Send to Camera Hospital at Sunshine Plaza.
About $80 i think to repair

The Camera Workshop also in Peninsular Plaza is also a great place.
