Default su800 and sb900

was bored...
took them out to collaborate the 1st time.

did a few trial shots in the day.

question:
when i dial -1EV, -2EV, -3EV on the SU 800, there seems to be NO significant effect on the overall exposure.
in fact, the 3 pictures turn out as if no flash was used.
aperture priority was used on my D3.

i initially thought i couldnt control the power on the su800.
brought it into my garage(dim), and fired wirelessly.
same 3 shots...however, exposure of the flash can be significantly seen varied.

so, is the SB900 THAT GOOD that i dont even have to reduce the power of the flash for daylight shooting?you mean the fill effect is really that good?
or am i setting something wrong?

i could have sworn i dont get the same effect for my sb800.

strobists masters please advice.
i have been using too much studio strobes till i doubt my own knowledge(if any) of the sb 900.
