U own a DSLR and it will be a waste if you don't want to bring it to Europe. If it's safety issues, everywhere is dangerous. It's just a matter of your luck. The UK is a pretty safe country IMO.
As for the weather...well, when it rains, you just keep it in your bag. You are not going to Antarctica so using your camera in the cold is not an issue. Keep your batteries warm with your body heat (place your batteries in your pocket when they freeze or hide your camera inside your jacket when not using it) and don't whip your camera out of your bag instantly. Bear in mind that wearing gloves to take photos is quite troublesome so do wear the right ones. I remember a thread about taking photos in gloves so do a search on it?

Just went London last weekend with my D300. Absolutely no problem.
Even when I am back in Dublin, there's also no problem, temperature went down to -1 deg celsius. But do bring along of pair of gloves.
I think since TS already got his answer, this thread should just be closed?
