Adobe Photoshop elements 7 slow?

Hi, anyone else using photoshop elements 7?
i'm not too sure why, but my PSE7 is painfully, painfully slow. scrowling through images is slow, thumbnails are slow to update, file menus are slow to pop out.

i have about 23000 pictures in my catalogue, is this supposed to be the way its done?

what is the proper workflow to setup PSE7 the 1st time you use it? I search and added all my pictures into the catalogue, is there some steps i'm missing?
