intending to shoot the coming fireworks festival
er other than using the tripods what other things should i note?
wad range of apperture of shutter should i be using
would i be able to take without tripod?

This is quite subjective, depends on the style of the photographer. How you wish to take a perception of the sight you see. You can alternatively ask people who have done it before to get a fair estimation of the shutter speed and F number. Good luck!
