A good way will be to look at what other event photographers are providing.

here's what some clients have requested before.
Prints?
live shooting. Meaning what i shoot goes on screen and printing on the fly.

starting rates depends on urself.. I've seen as low as free to $500/hr.

they are asking other than the normal shooting services,
do you provide any "special" services?

like prints, hard cover book ... ...

Good question, besides shooting, they might be looking for:

1. On the spot printing
2. Location studio shoot for D&Ds
3. Location slide show
4. Sms msg slide show

There might be more.

It's amazing but if the event is so important that the photographer has to get a certain shot regardless of anything, the organizers will be willing to pay. Think of government, VIP visits, etc. That's why there are photographers charging that rate, this means they can deliver the results. If they can't, there's possibility of compensation.
