u can do that using Photoshop.
1) Select All 2) Stroke the selection to create the white border 3) Change background colour to black 4) Increase canvas size. hope i've answered yr question ![]() |

go to the Edit -> Stroke
make sure u click on the "inside" option this tool will draw a border around the selection ![]() |
