Guys, I don't want to spend a couple of hundreds to purchase a photoshop. But I really like the actions you could do on Photoshop to create a web image like this

Sort of help frame the image.

Could this be done in GIMP? And if so, could you point me to a tutorial or some scripts that teaches how to do this?
