Am new to photoshop. I was wondering how can i do the vignetting around my pictures? ANy step by step guide? I tried using the help and search, but they said I need a raw picture to use vignetting, but my friend had said b4 JPEG can do the vignetting as well. Anyone can teach me?

In Adobe Camera Raw - yes you can open JPEG with it - use the vignetting function directly.
In Adobe Photoshop - make a big elliptic selection around the center of the picture, feather it with a large radius, invert the selection, fill with black in a new layer, reduce opacity. If you darken it a lot, this will lead to unnatural loss of saturation, so you may consider other blending modes, or use the selection with an adjustment layer.
