Default How to add star filter effect?

Hi,

Can any one please elaborate on how to add a star filter effect on subject's eye. A small shining star on subject's eye will do. I am new to photoshop cs3.

Thanks in advance

Well, I think I have to try and learn it myself. Hey, tommon, if I come to know the tricks then I will post it here.

Thanks
