Default Lifestyle or Environmental portraits; How to charge?

Was approached to do a lifestyle/environmental portraits kind of shoot. Images will likely be used on a website of a local government agency. Two question:

(i) if shots of people (face recognizable) doing things in public environment are required, do I need model release if shots were taken in the public? Come to think of it, do photo journalists need model release for the images to be published?

(ii) how to charge for this kind of shoot?
