Default How to reduce light exposure

I have an old camera with fixed shutter speed at 60, fixed aperture at f8, if use a handheld meter measure light exposure at f11 or f16, how to reduce the light exposure ?
add on a ND filter or use lower speed film ASA 50 / ASA 100 ?

    yes, both ways work.

but if you are using color negative, or b/w negative, the exposure latitude is greater than positive film.
you will be fine with overexposed one stop on color negative film, two stops on b/w negative film.
