Default Qns about +4 filter?

If I use a +4 filter, how much can it reduce the macro range of my C-2100 to? I find the macro capabilities of the C-2100 to be just average. Other than that, no other complaints. Please advise

you can focus 25 cm away and zoom at 10x under normal (non-macro) shooting mode.

What is the difference between a macro len and a +4 filter, since they both seek to achieve the purpose of improving macro capabilities?

Filter has some loss of quality , lense has lesser.. but usually the difference is negligible.
