Just wondering...is the SRF11 Ring Flash Set all it needs to set it up on the E3 with 50mm macro lens or there are other things to get?

The 50mm macro lens requires the Flash Adapter Ring FS-FR1 to attach the ring flash and twin flash.

Is there a 3rd party that sells ring flash for E3?

The E-3 is a camera, any flash will do, as long as it is within the specs for trigger voltage, which in case of E-3 I believe is ~250-300V, unlike the low voltage other bodies. Anyway, ring flash is used on the lens, so you must have a flash which is designed, or adjustable for the lens. If you want TTL, I think you must use Oly flash.
