Default Best way to post images on threads

I am sorry if this has been posted, but I have done a search and I did not get anything.

I am using picasa to downsize my images and then using photobucket to get them posted on forum threads. However, I notice that the image get severely downgraded and looks extremely pixelated. Does not do any justice to the image. Also, not suitable at all for critique other than for general viewing.

Can anyone please tell me what is the right way to prepare an image for posting and hotlinking on the forum? Specifically, what program to downsize, and how to downsize, followed by which web album is good for storing for hotlinking. Thanks!

PS. I like picasa because it is simple and easy, but I think its compression process during the upload screws up the image too much and makes it quite unwatchable. And as picasa does not allow hot-link, I then use photobucket.

Any help is appreciated. Thanks!
