Dun need to be advanced to use levels.
Just shift the left most pointer to meet the starting point of the histogram, and shift the right most pointer to meet the ending point of the histogram.

Shift the middle pointer to adjust the brightness of the midtones to your liking.

    Here's my own order

    1) Make a copy of the original file
    2) Rotate image if necessary
    3) Level and correct color cast
    4) Resize
    5) USM
    6) Compress to jpeg

    I never remove any noise

If performing noise reduction, always do it after any levels/contrast/brightness adjustment, but before any colour corrections.
