Default Upsampling on LR

Have a bunch of images, portrait and landscape orientation, to be upsampled to 12"x18". I tried to do this by Contraining the Maximum Size (Width: 18" , Height: 12" )in the Export settings. I ended up with 12 x 18 landscape images but 8 x 12 Portrait images.

Is there anyway to do this without having to separate the Portrait images from the Landscape images ? Anyone?

i believe you can do it by restraining height AND width to 18"
